Public Law Partnership is at the forefront of local government shared service. The vision is to provide a new way of organising services to provide the best legal support for its clients. To truly share services, IT has a real part to play. Traditional ways of working with lawyers can be inefficient and inconsistent so the Partnership used its joint buying powers to procure the development of a counsel database, working with First Law. For the first time, councils have a real time tool to help utilise their negotiating skills to reduce fees together with an accurate way of testing the market. The presence of the database has sent a message to counsel chambers that local authorities are looking for the right counsel at the lowest price.
