Local government lawyers face increasing calls on their services but there is little sign of extra resources coming their way. Philip Hoult reports on research into the strategies departments are adopting to cope

First Law, believes that as much work needs to go into the running of a panel as the selection process.  'You can use the most perfect tender process, but if you don't actually monitor how the panels are being used once they have been set up then it may be a waste of time,' he says, adding that departments also need to put effort into coordinating and managing seminar programmes and other activities that provide additional value beyond lower rates.
